The Procurement Institution publishes practical education for Canadian public procurement: ten primers, a six-module self-directed course, applied practice notes, and a cross-linked glossary. It is operated by the company behind PubSec.Pro, and shares data infrastructure with its companion projects: the Public Service Index (statistics of record), pubsec/data (open datasets), and the Public Service Institute (research).
Where the numbers come from. Teaching examples draw on a compiled corpus of 1,313,281 federal contract awards (2004–2026, $1,212.3B, from the Treasury Board proactive-disclosure record); roughly 400,081 Québec tenders with classified methods, of which 389,825 (2021–2026) published named bidders; 2,043 CITT bid challenges (1990–2026); and 11,210 British Columbia awards. Primers are maintained against current source data and revised as procurement systems change.
