BAFO

BAFO is the standard abbreviation for best and final offer: the closing round of a competitive negotiation in which shortlisted bidders submit final terms that are then held irrevocable. Buyers use it when the initial round leaves several credible proposals too close to separate, or when policy requires a documented final pricing step before award.

Reading a BAFO request well requires reading what it is not. It is not an auction: most rules forbid further rounds, so the submission is genuinely final. It is not an indication you are behind: shortlists are usually the leaders, and the round is as often about extracting value from a preferred bidder as about breaking a tie. And it is not limited to price — delivery terms, warranty, staffing, and payment schedules all move in BAFO rounds.
