Master standing offer

A master standing offer is a standing offer with no single client named at award: it lists pre-approved suppliers and prices that many authorized buyers across a jurisdiction can call up against, without each running a competition.

The master structure exists because hundreds of organizations buy the same commodity goods, and one qualifying competition covers them all. For suppliers the geometry is attractive — one qualification opens every participating buyer's door — but the volume guarantee is still zero, and call-up share follows visibility with each buying organization rather than the listing itself. Watch the qualification window: master standing offers are recompeted on multi-year cycles, the list closes between them, and the rates you commit at qualification carry across every call-up until the next cycle.
