Points-rated evaluation

A points-rated evaluation scores each response against weighted criteria, each criterion carrying a maximum score; the award goes to the highest-scoring compliant bid under the method the buyer has chosen. It is the standard mechanism inside an RFP.

The arithmetic matters more than bidders assume. If technical is scored out of seventy and price out of thirty, a proposal ten points ahead technically can afford to be more expensive — and a cheap, thin submission is out of the money before pricing ends. Rated grids also punish silence: an unanswered aspect of a criterion scores zero, not average. Evaluators work from a scoring sheet with a row per criterion; your submission should make each row easy to fill with evidence they can cite.
