Recompete
A recompete is the re-tendering of a contract as it reaches the end of its term — the point at which the incumbent's advantage must, in principle, be beaten in the open. In practice it rarely is, without months of preparation.
Every recompete is two competitions: the incumbent bidding to keep what it knows, and challengers bidding to take it. Both should work back from the original award — the incumbent's pricing, the scope changes accumulated over the term, and the buyer's satisfaction signals are legible in the published award and amendment record. Timing is the controllable variable: form the bid team and the compliance picture months before posting, because recompetes compress their own timelines. Incumbents lose recompetes mostly on price discipline and drift — scope quietly outgrowing the contract — rather than on proposal polish.
