Finding Canadian government opportunities

Canadian public procurement publishes across more than two dozen portals. The federal government posts on CanadaBuys; each province runs its own tendering service; municipalities are split between city portals and bid networks. No single official source aggregates them all — assembling your own pipeline is the first real barrier to entry.

The volume is larger than most suppliers assume. The compiled federal record alone counts 1,313,281 contract awards between 2004 and 2026, and recent full years each carry roughly 80,000–91,000 awards. Québec's tendering system classified about 400,081 tenders by method over the most recent six years of record. A pipeline is not a reading habit; it is a filter.

The practical method. Work backwards from your trade and region rather than reading feeds. Define the categories you can deliver, the geographies you can serve, and the contract sizes you can staff — then filter every source against those three axes. Most suppliers lose more time reading irrelevant postings than they lose on any lost bid.

Timing. Posting is seasonal: the fourth quarter carries a heavy share of deadlines as buyers close fiscal-year budgets. Building your pipeline in the quiet months puts you ahead of that wave rather than inside it.

Competition, not just discovery. Knowing what posted is table stakes; knowing how many bidders a category usually attracts decides whether pursuing it is rational. In Québec — the only province publishing bidder counts — roughly two-thirds of tenders draw a single bid (67.4% of 389,825 tenders, 2021–2026; average 1.98 bidders). Category-level competition data changes bid/no-bid math more than any proposal technique; Primer 05 covers it in full.
