Compliance matrix
A compliance matrix is a table that maps every requirement in a solicitation — each mandatory, each rated criterion, each administrative condition — to the section of your response that answers it and the evidence behind the answer. It is the one working document that keeps a response compliant while it tries to be persuasive.
Build it before writing, straight from the documents: requirement verbatim, response location, evidence, owner, status. Then write the response so an evaluator can score against the grid without hunting. The matrix is also the final quality gate — a last pass comparing the assembled submission against every row catches the omissions that disqualify.
