Compliant bid
A compliant bid is a response that meets every mandatory requirement of the solicitation and every rule of submission, and is therefore eligible for evaluation. A non-compliant bid is removed before scoring, whatever its merits: compliance is a gate, not a grade.
Compliance is decided on the documents as submitted. A missing signature, an expired insurance certificate, late arrival, a form completed in the wrong format — each is a common and final way to lose. Disciplined bidders build the compliance matrix before writing prose and check the administrative requirements twice, once at drafting and once at assembly. Buyers in a public competition are not permitted to overlook defects to be kind, and private buyers rarely are either; the cheapest evaluation to survive is the paperwork.
