Lowest-price-compliant award
Lowest-price-compliant is an award method in which the contract goes to the cheapest bid that passes every mandatory requirement — no scoring, no weighting, no qualitative comparison. It is the default in construction tendering and common for goods.
The whole game is the word compliant. Price is compared only after the compliance screen, so an arithmetic error, a missing bond, or an unmet specification hands the award to the next bidder up. Buyers choose the method because it is auditable: a single defensible number. Suppliers should read it as a market signal — in a lowest-price field, the winning skills are accurate estimating and tight cost control, not proposal craft. If you cannot be structurally cheaper than the field, this is not your lane.
