The compliance matrix
A compliance matrix is a table mapping every numbered requirement in the solicitation to the section of your proposal that answers it. Buyers use one to score you; using one to write eliminates the two most common failure modes: missed mandatory requirements and evaluators unable to find your answers.
Building one in an hour. Extract every "shall", "must", and "will" from the solicitation into rows. Add columns for: your response section, the evidence (past performance, certification, or named staff), and the page reference. Fill evidence last — that column exposes your real gaps while there is still time to fix or re-team.
Why it wins points. Evaluators score dozens of submissions against a checklist. A proposal whose structure mirrors that checklist is easier to score, easier to defend in a challenge, and demonstrably more responsive. The CITT's public registry — 2,043 complaints since 1990, resolved through 777 decisions, 719 determinations, and 547 orders — documents challenge after challenge decided on evaluation traceability: whether the buyer could show, criterion by criterion, how each proposal was scored.
